In November 1996, participants at the World Food Summit (WFS) convened by FAO in Rome unanimously adopted the Rome Declaration on World Food Security and the Plan of Action aimed at eradicating hunger and achieving food security for all. Participating Governments and Heads of State have thus committed themselves to reducing the number of undernourished people to half their 1996 level by the year 2015. Food Insecurity and Vulnerability Information and Mapping System (FIVIMS). In establishing effective mechanisms for developing this system, the WFS encouraged all relevant UN agencies and institutions to collaborate in the further development, operation and use of national and local level FIVIMS and specifically requested FAO to play a lead role in co-ordinating this effort. FIVIMS is an information system that assembles and disseminates information about individuals who are undernourished or at-risk of becoming so. It tells us who they are, where they are located and why they are food insecure and nutritionally vulnerable. FIVIMS is therefore a useful aid for decision makers and an analytical tool for monitoring implementation of the World Food Summit Plan of Action and assessing progress towards the WFS goals. At the national level the WFS called for close attention to be given to monitoring the availability and nutritional adequacy of food supplies, particularly in areas suffering from high risks of chronic and seasonal food insecurity and among nutritionally vulnerable groups. It also called for mechanisms to be established to collect information on nutritional status, on poverty and food intake of the members of vulnerable and disadvantaged groups at sub-national levels. At the global level, appropriate international databases are to be linked to create an information exchange network through the development and implementation of a common international database which is currently under development: the Key Indicators Database System (KIDS). KIDS will allow the dissemination and analysis of FIVIMS-related data. For these reasons it was recognised that there was a need to create a custom designed software for data-sharing, mapping key indicators and information retrieval purposes. This would be user-friendly and accessible to any non-GIS specialists and used to collect, map and disseminate food insecurity and vulnerability indicators that are relevant to FIVIMS. |
